What are Shouts? How do they work? How do members publish to them?

Shouts are a way to share your thoughts, uploads etc with friends on your list and visitors to your profile (if public). They can also be "reshouted" to reach a wider audience via friends of friends.
You can send a shout on your own profile page directly, you can also do this via the "shout" button under each upload on its view page, and you can also send a shout to another member when on their profile page (both public and private).
