@virginman28 thanks for the clarification. Yes I believe you didn't expect to be castrated, but the testicular torsion had destroyed your testicles already, so you already were castrated by the time your testicles were removed, a clearly unenviable situation. So your penis never grew properly.

@profunrat the penis was not modified the glans if I have it I had surgery for a bilateral testicular torsion when I was very young so the penis is not big I never expected to be castrated

@profunrat you may be right my penis is now about that size but more foreskin prostrate surgery when they take that out it shortens your urethia which in turn shortens your penis it is like they took a inch or more out of the middle .

@gtnair to look like that takes a little more than just a straight castration. I am quite certain, that the penis too was modified and partially amputated. It also looks like it had been done during early puberty it even just before...there is no sign of a glans, and the foreskin is unusually long though shrivelled up due to not being stretched ever.
