Its a looping graphic laid on top of the video at a low opacity. Any number of video editing software can do this.

Other then the actual site that sells the videos none that I would be aware of. Try: http://www.kismetvideo.com/index3.htm not sure how many videos she made for them.

Yes most hypnotic videos are produced by the performer but in this case they hire actress and have scripts so quality really shows.
